The commission with Heintz-Ruddick Landscape Architects was a study of an eight block cove area, as a park with water dependent recreational facilities. In order to be economically self-sustaining a mixed-use commercial area of restaurants and shops were designed on top of an existing parking garage with spectecular views. An environmental education center related to the ecology of the East River was planned in the park.
